It depends. If you do that in your own place and it's private which the picture illustrates so, it's okay to do. In general, however, feet on the table represents impoliteness.

It's definitely not appropriate to put your feet on the table in public: in your boss's office, or at a restaurant. However, in an informal situation, it is ok. For instance, if you are hanging out with your friends, or at your own house.

no! it's really rude to do so! However if you are at your home, you could, but at school or anywhere in public no. I have seen a lot of kids doing it in high school here. They think it makes them look look or something, but in fact it's not.
